Update (27 April 2022): The City of Milledgeville announced memorial services for Councilman Richard “Boo” Mullins Jr.
Councilman Mullins will be remembered in a pair of events this weekend.
Between 10 a.m. and 6 p.m., on Saturday, the public can pay their respects at People’s Funeral Home, located at the corner North Clarke Street and Martin Luther King Dr.
And on Sunday, Mullins will lie in state at Georgia College’s Centennial Center prior to a celebration of life service that begins at 1 p.m.

Long-time Milledgeville City Councilman Richard “Boo” Mullins Jr. has died.
Mullins, a life-long resident of Milledgeville, represented the city’s fifth district for 22 years.
A strong electioneer, district voters first sent Mullins to City Council in a special election in 2000. Mullins won re-election SIX times.
On Council, Mullins was soft spoken, but used his local knowledge and extensive understanding of city operations to push for better policy outcomes.
In a press release about his passing, Milledgeville City Manager Hank Griffeth wrote “Mr. Mullins never failed to ask a question and always looked for the answers his citizens and the workers for the City of Milledgeville demanded.”
But Mullins’s tenure on City Council was one chapter in a lifetime of service to his community and country.
In addition to his time on City Council, Mullins retired as a Captain after 21 years with Baldwin County Fire Rescue. Baldwin County Fire Chief Victor Young said Mullins was the first African American to achieve the rank of captain in Baldwin County.
And before serving his community, Mullins served his country as a member of the United States Armed Services.
Richard “Boo” Mullins Jr. passed away Saturday. He was 64 years old. People’s Funeral Home will handle funeral arrangements.
